Paying employees prevailing wages

I run a business doing commercial plumbing work. Plumbing rate on these jobs is say 60 a hour labor rate is 30. According to the state plumbing only consists of fitting and manipulating pipe and installing fixtures. Hangers supports going to get fittings from trailer ect is labor rate. I want to pay plumbers plumber rate for just plumbing and labor for everything else. Do you think I’ll have a hard time keeping good help.
