Delta metering flush valves

So i swapped out a metering valve, depress the handle an it cycles a full flush almost overflowing the urinal. The pressure isnt the issue since the urinal next to this one works as it should.
So i took the handle off an ajusted the nuts on the cartrige, tightended it up. Still nothing.
It specifically said in the instruction " do not overtighten to 12 Lps"
I tinkerd around with this thing for 15 mins an had no luck.
So i just said screw it an i tighted it all the way down where it said not too and it worked lol

Anyone have any thoughts on this...
