Capping off water service at the main

A village has mandated that my client terminate the tap for water at the main in order to issue a demolition permit of the home they own. They asked me to do the work and I have never done it. From what I gather it is 6’ down and is most likely a caulked lead joint. No one in engineering can seem to explain the process. Anyone have experience?

To confirm this is NOT the b box. They want the water tap removed from the main.
