Taking over a mess

Just curious took on a residential remodel job that the previous contractor was relieved of his duties And every supply line stubbed out of the wall the pre existing cut off has been re moved and capped, why would someone do this knowing that their gonna have to put a cut off back in it's place, why would anyone do this?
