Symmons shower problem

I have a Model B that has been installed as an outdoor shower that is dripping from the shower head. I've replaced the hot and cold seats and the spindle but it still leaks. I suspect that it was caused by becoming frozen last fall after not being shut down and drained early enough. This happened once before, and replacing the seats did the trick, but not this time. Suggestions?
