Hot/ cold tub

The building is 50ish years old and the unit is on the third(top) floor. While running the tub it flips back and forth to hot/ cold. It seems to be only the tub. I am pretty sure its a cross connection,is it at the tub or somewhere else in the building? Its a 2 handle diverter.
