Electronic Anti-Scale and Rust Water Treatment System

This weekend end I had to bypass a water softener because the plastic inlet broke. The home owner who lives outside the city on well water wants to purchase an "Electronic Anti-Scale and Rust Water Treatment System" instead of replacing the softener. I'm pretty sure he wants a miracle system without too much expense.

Its my first time seeing that, I'd like to know if it really prevents sediments in the pipes or is it snake oil?
