Can Toronto union members work in USA?

I was told by a coworker that the USA and Canadian ua unions have merged and will allow members of all unions to work across border. If that is the case could i put my name on an American registry for NY or LA for example? Would a Canadian be able to work in the states and take up residence there? Any info would be much appreciated. cheers.
